But I predict that water torture would be a better route. US could start by give information to the inspectors of fairly insignificant volations. Inspectors check it out. Then wait, for the explanations from Saddam. Then "find" another slightly more significant volation. And so on, etc.
I think if you "shoot the moon" in the first round, it would be too risky, and we aren't ready to go anyhow.
The best Saddam stradegy will be to declare everything, but in as vague of terms as he can- such as handing over records which are "badly kept". This way anything the inspectors "find" will be "somehere" vaguely mentioned in his declaration documents- which can huge rooms filled with disorganizated documents. One weakness is the inspectors talking to people who could have information. Saddam probably has already killed some of these people. Another solution might be to hide the people in prison- and just say they are dead; he could do this with the more valuable people needed to make WMDs.
