I was wondering

If SH really did/does have nuclear weapons, and he used them effectively against the US (say by taking out Washington or LA... well, maybe LA wouldn't count), would the US retaliate with ICBMs on Baghdad and most other large Iraqi cities? Rendering the whole country a wasteland... is even SH crazy enough to risk that?
