Are they saying that minorities (aka blacks) aren't smart enough to use current ballots? That maybe they should eliminate any words over two syllables and have the ballots designed to be used by people with the intellects of 5 year olds?
If people can't figure out the current ballots, which are very easy to figure out, then maybe they're not smart enough to have the right of determining the destiny of this country. Nomsayin?
