I really don't see it. I don't care if a nation behaving badly has a secular government or not, is a dictatorship or not, is communist or not, or is democratic or not. What matters is the nation's behavior.
Further, I think that singling out Islamic nations as being necessarily bad is counterproductive -- a self-fulfilling prophecy. The more we say "you are bad and must be dealt with", the more they will say "they are out to get us. they are our enemies. we must band together."
