They don't just commit Sep. 11th style acts of terrorism - Al Queda also functions as an international network providing communications, finance, logistical support, recruitment, advice, etc. to give a helping Muslim hand to many local non-Arab terrorist organizations around the world. Such as those current causing trouble and killing Westerners in the Phillipines, Indonesia, Somalia, Chechnya, Kenya, and elsewhere.
Also, when a village or a town in Africa converts to Islam (such decisions are typically made by the ruler at the community level, not the individual level) Arabs show up with lots of money offering to fund Koranic schools for the children, maybe build a clinic or sink a few wells, help local businessmen establich contacts with Arab businessmen, etc. The town DEFINITELY benefits from the conversion to Islam. Then later on some of the youth in the village are recruiting to go to faraway Islamic lands to study...or pursue other types of training...

But keep in mind that Al Quaeda is much more than that
