They'll squeal even louder if hordes of people who "couldn't find jobs" for the many months they have been on unemployment suddenly "find" a job when given a real incentive*. What does that imply? Let's see what happens.

*Of course, cutting unemployment off would also be an incentive, but I'm nastier than Bush is.
