Perhaps, but not without pressure
Saddam isn't likely to leave out of the goodness of his heart. Like I posted yesterday, he is being encouraged to leave by several Arab nations. If he goes into exile, then there won't need to be a war. It may happen or it may not, but it'd never happen without the threat of war.
