Bush is demanding they stop their nuclear weapons program before we give them any aid. Remember trust but verify? The Carter/Clinton plan was weak on the verification part. We sent the North Koreans several million tons of oil and food assistance over the years, apparently even after we knew they'd resumed their nuclear weapons program.
