The biggest concern about Saddam's WMD programs is the unaccounted chemical and biological weapons that we knew about in 1998 but aren't in the 11,000 page Iraqi declaration.
Now, if we know where those weapons are stored, we know that we have to take them out on the first day or two of any war. If we reveal where those weapons are stored, they're likely to be moved. We'll have to relocate them quickly or risk losing them and having them used against us.
I suppose we could try and say to Blix, "We know where some of the weapons are stored." What then? Do you honestly expect Blix and company to go into those sites immediately, without any warning to the Iraqis? From the news reports that I've read, the Iraqis are doing a pretty good job of staying a step ahead of the inspecters. Chemical and biological weapons can be stored in all sorts of places, including trucks. They can be moved on very short notice.
There's still the concern about revealing how we know where the weapons may be stored, too. An intelligence source, once compromised, is lost forever.
