Maybe, maybe not.
Some controversy over the spelling in the alleged memo, though the Guardian says it was rewritten. May have done that to protect a source.
HOWEVER, it seems to be the thing they would do, AND it seems out of character for these folks to not do it.
I'll stick with the Guardian for now, may be wrong. Doubt it, though.
