Russia has lots of it's own oil
Last November they were second only to Saudi Arabia in oil exports, and have enormous reserves. I would think that high oil prices would be a boon to the Russian economy.
As for France, of course they need oil but their well-developed nuclear power capacity mitigates that to a considerable extent.
