<If Saddam caves and flees to a neutral country, then probably the soldiers would have had the major effect that avoided the war.
If Bush caves, and we go to a beefed up inspection / disarmament regime, then probably the protesters would have had the major effect that avoided the war.
I know you want me to choose one or the other, but really I can't decide whether Bush or Saddam is more hard-headed. You have to put me down as undecided.
Sorry, "none of the above."
My definition of "peace" using soldiers does not involve them scaring Saddam away. It involves them pouring into Baghdad and ending the long, bloody reign of a tyrant.
We could have had "peace" on your terms in every conflict we have ever had throughout our history, by simply surrendering. The France Approach. No World War II. No Cold War. Millions alive now who died in those wars.
And of course, millions dead under ghastly worldwide totalitarian regimes. But as with the 200,000 dead Iraqis at the hands of Saddam, that doesn't really seem to count for much.

Note the insistence on "peace" as being simply the avoidance of war.
