Hmmm...

Something's still out of whack:

Your source concludes it unlikely the US forged the documents. It concluded the forgeries were too incompetant to have been made by US agents.

The same skills required to make high-quality forgeries also equip a person to detect forgeries. Why didn't we detect it?

In any case, some of the flaws weren't technical, but were in the content, like dates not in European format, and (if I recall right), mistakes in grammar and spelling. Spotting that stuff doesn't require technical know-how.

It's a paradox: US personnel could have produced nearly-undetectable forgeries, but didn't; or they didn't detect flaws in somebody else's forgeries.

I don't know the answer, but I have to say that the jury's still out. The US isn't exonerated, but it's not proven guilty, either. Damned if I know.
