It certainly seems Blix would have been happy to protect the status quo for a very long time.
Perhaps his office benefited a little too much from the present Iraqi oil arrangements, which apparently brought over half a billion dollars into the UN coffers last year. The UN has a great deal of Iraqi money in their pockets. If they had inspectors stumbling around Saddam's Iraq for the next 5 or 10 years, it'd probably suit them just fine.
