The motivations are entirely different. Freedom of your people versus prolonging the reign of a tyrant. When his downfall looks clearly likely (rendering whatever incentives or force he is applying useless), and the US is free to really help the Irqi people to ammend the hardships our current actions and past actions/inactions have caused such attacks are unlikely.
