You're overlooking something

<Next, if we had a force the size of GW1 we would likely be in Bagdad by now.

We aren't in a particular hurry to go into Baghdad and would rather avoid it altogether if possible. Saddam is counting on us to get bogged down in urban warfare fighting where we can be expected to take a lot of casualties and kill a lot of innocent civilians. The very last thing we want to do is to follow his strategy.

Look at how things stand:

We have a lot of forces within a day or two of Baghdad. In the meantime, his Republican Guard units are being attacked and attritted every day. If they stay where they are, they get attacked. If they come out to attack us (OH, PLEASE!) then they're dead meat. They aren't getting resupplied, so every day, they get weaker. We're also attacking both the leadership and their ability to control their forces. Again, they get weaker every day. While our forces get stronger.

In the end, there is no rush to go into Baghdad.
