A flaw in the argument

more than 70% of Baghdad's declared and suspected WMD were in “aerial” form—meaning they were designed to be delivered by aircraft. Since Operation Desert Storm, the Iraqi Air Force has almost ceased to exist.

Let's not forget the discovery of unmanned aerial vehicles during the inspections (oh wait, I forgot, the inspections didn't work; let's pretend they were discovered some other way, otherwise I'm stalled by the paradox). I'd say that the Iraqis developed them precisely because their large manned aircraft are essentially useless; while the small size of a UAV demands that it be equipped with a lightweight weapon with heavyweight effects. Like chemical agents.
