I've just copied a Reuters news report verbatim: REUTERS

It simply states what the facts are. We've not found any WMD's associated with the Iraqi regime. Nor have the Iraqis used such weapons. The news report is clear that just because we haven't found any doesn't mean Saddam doesn't have any. But we've still not found any yet.

I suspect that if Saddam actually has these weapons, the prospect of U.N. inspections forced him to hide them so well that they couldn't be effectively deployed for use during the current conflict.
