Mark,

The issue is whether or not the prospect of UN inspections forced Saddam to hide these munitions so effectively that he could not deploy them. If so, then the insistence on UN inspections may very well have saved hundreds of lives.

But all of this is academic because, to date, we don't know if Saddam actually has these weapons. I suspect that he does. But we haven't found them to date.
