My guess...
I think it is entirely possible that even our military and the Bush Administration did not expect Iraq to fold up this fast. I'd bet as far as they knew, we would still be pounding Iraqi troop positions and laying seige to Baghdad and Tikrit for another month or so.
In short, the "interim government" and "humanitarian aid" organizations were caught flatfooted.
Does this sound plausible to anyone else?
BTW, Afghanistan is getting plenty of cash in the 2004 budget. I looked.
