Alternative 1:

Maybe an Al Queda source or sources were feeding disinformation to the intellegence agencies in the hope of starting a war...believing that the "Arab Street" would rise up and destroy the American will to fight...

Hey its Al Queda...When did anything they thought would happen actually happen?

Alternative 2: (More probable)

There are WMD. We are keeping it secret because we DO NOT want to set the precedent that we cannot invade another country UNLESS it first threatens us or its neighbors with WMD. Therefore, we have nothing to gain by announcing that we have found Sadam's WMD. In otherwords, we want use the 2nd Gulf War to set the precedent that human rights abuses (people shreders, child prisons, etc...) are alone enough, justification for United States, and/or the international community to demand that a government change voluntarily or else it will risk invasion, overthrow, and imposed change.

This second alternative would put real teeth into the UN's ability to stand-up against human rights and other abuses. Something that it has always paid lip service to while giving a wink to the two-bit dictators who have ruled by force and terror rather than by the will of their subjects.
