I've read this many times:
1. Punish the French
2. Ignore the Germans
3. Forgive the Russians
Certainly we should punish the French (they richly deserve it). Also there's no point punishing the Germans because their Iraq war policies were a consquence of Social Democrat / Green party doctrine (both parties are dead politically for unrelated domestic reasons). But why forgive the Russians? People seem to be tip toeing around the Russians.
