It is extremely unlikely that this war was waged on deliberate fabrication.
It is clear that you seek to narrow the scope of what is an acceptable outcome to this war until you can declare defeat.
Saddam was no mere two-bit dictator. He had an extremely wealthy country to plunder, he started two major wars and stayed in power for over 25 years.
But you have to reduce him as part of your effort to minimize what went in to this war.
