Is that the official name (besides its number) of the Patriot Act? Really?

I guess I haven't been paying very much attention to the label...

How about "Unstable Situation Allows Perilous Abridgement To Restrict Individuals' Own Thoughts"? I could probably do better if I used prepositions and conjunctions too.
