Not really news...
It's worth remembering that Bush, with great publicity and no secrecy, pretty much offered Saddam and sons the same kind of deal ("exile") before he started the war.
Personally, I don't think it would have worked on its own, since the Baathist infrastructure would still be there, but I suppose it was worth a shot.
