I have to say that gbaikie, Don, REB, & Raoul appear to have summed it up rather well. And I agree totally with REB's reference to the two mobile bio-weapons labs that have turned up. The only people who could see that Bush was lying are those suffering from selective hearing/reading syndromes.
carl, on the other hand, seems to have missed the fact that portable weapons labs were photographed before the shooting started, and two of these are now in US impound. The bribe would work, but is currently unnecessary.
