Another explanation

Mr. Blix's final report says that they had found no evidence that Iraq possessed chemical and biological weapons. What he is referring to is the quantity of chemical and biological agents Saddam was known to possess just prior to the first Gulf War. What Blix describes is Iraq's failure to provide evidence that Iraq had destroyed these weapons and Iraq had claimed.

The answer to the riddle may simply be that Iraq, a rather befuddled and ineffective bureaucracy, did actually destroy these materials, but failed to adequately document their destruction. Over the past ten years it appears that Saddam put more money into his palaces than into the operations and infrastructure of his government or military. Perhaps the explanation is simply that he didn't keep good enough notes.

Couple this with Saddam's passion for intrigue and secrecy and his fierce nationalism you've got a recipe for inconclusive evidence that the WMDs had actually been destroyed. It may very well have been that no matter how hard Blix looked for this corroborative documentation it would never have been found, because it didn't exist.
