Do the RUSSIANS have these kinds of delays, or can they not afford OVERTIME pay? ;-)

The Soyuz can launch in the snow, from what I've been told. How about the Russians' Proton Launcher though? Can it launch in bad weather as well? If so then I guess the lack of potential overtime pay can be good for a space program. Isn't it time NASA offered competitive prizes instead of contracts, then?
