South Texas, perhaps?

What's wrong with South Texas, which is on the same latitude as Cape Canaveral? There are a few aspiring spaceports there, but the noncontroversial spaceport tax incentives peculiarly aren't getting support from the White House.

Couldn't the Gulf of Mexico absorb the fallout from misfires just like the Atlantic Ocean? It's not necessary to fly directly over Cuba, is it? Is South Texas really that inferior to the Cape? Or maybe NASA simply realizes that only 9% of its money's spent in Florida whereas Texas gets a third, so they gotta keep spreadin' the pork.
