Passive resistance? Maybe. What would qualify as passive resistance when undertaken by Israel? No attacks on terrorist positions? No response to suicide bombers blowing up pizza parlors? Imagine Israel did absolutely nothing for two years in response to Palestinian attacks on civilians. Do you think the Palestinians would quit killing Israelis?
Now, imagine two years where no Palestinian attacks an Israeli. No rock throwing, no suicide bombing, no shooting, no firing rockets into housing projects. Would Israel continue to roll tanks into Palestinian houses? Will Israeli soldiers randomly shoot Palestinians riding buses to work?
I believe there is an equivalence of behavior assumed here that is not valid.
