Sure, you are right but what they are doing is not working.

Israel should naturally do anything tactical to avoid the bombings. The problem at this point is divided world opinion. What would be the effect of universal world opinion against the Pals (excluding the other Arabs of course)? It might not do any good but I doubt there would be any increase in attacks. The Israeli response is so wimpy it appears to do nothing to deter.

If I were Israel I would announce to the world that there will unconditionally be no retribution for 2 years. If there is no peace after that period I would then utterly destroy the Pals and anyone else that gets in the way, using whatever means necessary. Obviously, in the 2 year period, Israel should withdraw as outlined and agreed to by them under the roadmap.

There are things that could be done by the ROW to resolve the matter but when you see millions slaughtered in Rwanda with little difference in world opinion, there is no reason to believe that anything proactive will ever be done in Israel.
