I am a bit confused

The scifi channel is featuring "Hulk- The Lowdown" this weekend I believe.

I assumed that this was a low budget version taking advantage of the big budget release. When I checked the trailers for the Hulk movie it seems that the Banner character is the same and the hulk effects appear to be the same as the trailers that scifi has been running. Is the scifi film a lowbudget sequel? When was the Hulk film you are talking about released?
