Yes..there is a vast disparity between the little old lady librarians and the activists. Generally, the activists in any organization dominate and control its political agenda. The others are just along for the ride as they watch the driven folks drive. Only if they are about to drive off a cliff do some of the more passive folks of a group become vocal. I doubt if the Cuba issue rates their action.
I expect little of anything substantial to come out on Cuba from the Toronto meeting.
