A probe of the events of Sept 11, 2001 has two purposes: one, to answer the demands for an accounting from the victims' survivors - would any compassionate person deny them that? - two, to determine how to avoid its recurrence.
People with their heads on frontwards realize it makes no damn difference whose 'watch' it was. A screw-up is a screw-up. You find what's broken, you fix it, you see to it that it doesn't break again, and you move on.
