Again, Tom... The Plausibility that Iraq had WMD is one thing.

But you don't go invading other countries, unilaterally and pre-emptively over the Plausibility that they have WMD and the Plausibility that they might collaborate with terrorists leading to the Plausibility of an attack on the US.

Instead, if you are responsible and reasonable (and ethical, I might add), you look for empirical facts, demonstrating clear and present danger to the united states... Fact that they have WMD, fact that they are collaborating with terrorists and fact that they intend to strike us. You act as a rational agent: This means You vett your data, and make only what claims as can be supported by your refined data. Then one uses fact as your justification and cause for pre-emptive war. You can then move on to an occupation that leaves us in sole power of a state and its resources WITHOUT a very ugly taint to your actions.

Thats what separates the United States of America from armed jack-booted thugs intent on forcing their will and political judgements on anyone weaker than themselves. Ooops, I gueass I should have use past tense there.
