According to the article itself
...the Republicans apparently pushed the bill through by making more noise than the Democrats and overriding objections with an instant gavel.
Procedural rules are supposed to ensure that both sides get a hearing. When they are used as a weapon, they ought to imitate a rapier. The Republicans used them as a blunt instrument.
I hope the Republicans are happy with their "victory". They won't have the opportunity again.
