The Democrats, during their decades of ruling the roost, used tactics like this and many others mercilessly. Oddly, it rarely made the papers.
Why might that have been?
a) They used it with skill, not as a club, but with acumen.
b) They didn't throw it away on a minor matter, which this was, so the vote itself rather than the fight over the vote, became the news.
c) They didn't try to shout down the reading of the bill, even though they have shut down debate afterward.
d) All of the above.
The Republicans, in their self-righteousness, have snatched defeat from the jaws of victory. This is one procedural strategy they won't be able to use again without calling up this incident, and they threw it away on chicken feed. Fools. They not only used the trick badly, but they built the structure that the Democrats used to grandstand.
