"Resistance" is to be expected from the Saddam loyalists

Virtually every dictator manages to hold on to power by favoring some people at the expense of others. The favored group can be counted on to oppose any new government that will no longer grant them special favors. In fact, those most closely associated with the dictator stand to lose more than just favors - they may be tried as criminals or forbidden to work in their cushy government jobs. As hard as it may be for us to grasp, you can bet some tears were shed by favored people when Hitler, Pol Pot, Amin, Marcos, and Saddam were deposed.

In Nazi Germany, they tried to organize "Werewolf" resistance groups (with somewhat limited success) to fight a guerrilla campaign against the Allies. After the war, former SS officers established a clandestine network called Odessa to smuggle people out of Germany to avoid prosecution.
