From article:
"In-orbit power plug
Following on the heels of the NRC's new look at SSP is an assessment completed by Resources for the Future (RFF) a Washington-based group that studies energy and environmental policy. It focuses on off-planet uses of an in-orbit "power plug", or as some label it, a "solar array on steroids." The idea is to have a filler-up facility for electrically hungry satellites, observatories, space platforms and the like."
This will be the way of it. But they need to add water. Water + electrical power is rocket fuel. If 1% of the estimate 10 billion tons of water on lunar poles converted into LH&LOX that would take about 500,000,000,000 kw/hrs. Or another metric would the amount electrical energy needed to convert water into rocket fuel for one Manned Mission to Mars- at minimin, say 100 tons of water converted: 500 megawatt hours [enough power for small town for about a week]
