"I was intrigued by the possibility of bringing down launch costs with a technological solution to survivability, and I was hoping for a discussion of that."
Well, I guess the first problem is rockets must have a self-destruct mechanism which a range officer will use if rocket has any chance of threating life or property.
I don't know much about this, but apparently a range officer would blow up a rocket with crew board if rocket posed enough threat to other lives. Perhaps, there could be changes in this aspect.
Second, I guess a satellite payload could have similar abort mechanism as crew- rocket on the nose of rocket.
It seems to me if the rocket was launched from a area in which it could not possiblity endanger human life or property you might not need a self destruct mechanism. [You probably don't want me discussing pipelaunchers again, do you?]
