We can't "create" a society of any kind in an Arab nation because we aren't Arabs.
Arabs create Arab societies in Arab nations. They are the ones who have to do this, if it is to be done.
If Americans attempt to impose an American-style government or social structure in any place except America, it will be a foreign implant. It will either be rejected or absorbed.
American genius manifests itself through innovation and experimentation. These are both head skills. Head skills are transmitted by teaching, not at gunpoint. These skills also don't respond well to orders, for the most part. The most American thing the Iraqis can do is to tell us to take a hike and mind our own business. How would we answer that?
