Actually the Magna Carta was a deperation move by a tyrant to extract more taxes from a reacting population by offering them a bribe. John wanted more taxes and to get them he had to throw the people a bone.
Once accepted, good old King John abandoned all the guarantees and rights he had promised.
Maybe we can find another example?
