Like the long absence of inspectors from Iraq. France and Russia seeking to lighten or remove sanctions despite this. Real good containment then. Iraq did not comply in the least until force was threatened and increased stonewalling everytime opposiiton to force was voiced. Yeah force should have definitely been left off the table.
