If we very badly want something from a country, we'll play their game and slowly get them to accept our viewpoints and demands. That's the art of diplomacy.
I can understand the US favors the language of force, but is it worth it when the country isn't threatened?
OTOH, if there is a real threat, it looks like diplomacy is the name of the game.
