I wasn't blaming just Clinton for the China missile situation, as you might note if you read the post more carefully. There was a lot of pressure from aerospace outfits to deal with China before he was elected, still on the Republican watch.
And as far as North Korea was concerned, I was pointing out evidence that they didn't suddenly get WMD ambitions when Bush was elected. You can bet that if Gore was president, NK would STILL be working on a long-range missile.
