Just because as Vice-President he could become President, due to death or incapacitation of the President, that shouldn't bar Clinton from being able run for vice-president. The Speaker of the House is also in the line of succession.
Of course, in legal sense, it could be possible to run a proxy president who would resign after becoming president, allowing a president of two terms, to be in office 3 terms [or 4 terms, etc]. Of course, it's doubtful the public or the Congress would allow that [unless they willing to subvert the intention of the constitutional].
Anyways Dean isn't going to be elected and this is merely a lame attempt to get people who liked Clinton to support Dean.
