Found this table that shows the 1973 budget (adjusted $) as $313 billion, while 2003 was $379... obviously going to be a considerably smaller percentage of the GDP (1973 about $1.4 trillion, 2002 about $10.4 trillion)

So that part of my post was apparently not valid.
