Actually, he is doing the standard politician wave...hand flat, small wrist movement. I think they teach you this stuff somewhere. I did a little experimenting with different waves, with some attention to what they would look like frozen by a camera shot. The standard wave you do without thinking looks really corny if you freeze it at one point. Kind of like you should be carrying a tray of drinks balanced there.
And yes, I agree people may be getting bent a little too far out of shape for a small joke.
