Petty childishness

I had a photography scholarship for a year while in college. Part of my job was to train other photographers. One of the things I taught them was that they had a obligation to the subjects of their photographs not to be hostile. For example, you can easily stage a photograph to make an unwitting subject look foolish or worse. You can also, if you're so inclined, go in search of opportunities to embarrass someone. I believed that we had an obligation to our fellow students not to do that. Likewise, I taught them techniques of exposure setting and with the enlarger to make sure that people's faces were visible in the group shots. Approximately 30% of the students were black, and you have to make some adjustments to make sure their faces show. All too often, I've seen the results of lazy photographers who ended up with unrecognizable subjects that were little more than outlines.

Needless to say, there are a lot of photographers who have no hesitation about taking photos to deliberately embarrass their subjects. The pitiful picture you provided falls into this category. The photographer will take many shots hoping to get one like the one you provided. This bias by photograph has been demonstrated several times, including Tom's links to the absurd Ashcroft and the Statue photos, such as this one. That camera angle was deliberate and the motives of the photographer were obvious.
