re: Iraqis want Iraqi sovereignty back

"BAGHDAD In an effort to bypass American and British occupation authorities, leaders of Iraq's Governing Council say they will go to Congress this week to argue that American taxpayers could save billions of dollars on Iraq's reconstruction by granting sovereignty more rapidly to the 25-member interim government here. "

That's cool. And could be smart move.
But we don't want to grant sovereign power to Governing Council. We want the Iraq people to grant sovereign power to an elected government. The Governing Council must get a constitution and get elections held as quickly as possible. In the meantime the Governing Council should definitely play a role in protecting Iraq interests, therefore if they do not have enough power in this regard, then going to the Congress is a good idea.
